Moldova Cyber Week 2020
MISSION SCOPE OF MOLDOVA CYBER WEEK
At the “Moldova Cyber Week”, our mission is to create an open dialog between the countries from the region and international community, which will share their needs and views, in order to create potentially new measures, law projects, consolidating the necessary mutual trust between the Public and Private decision - makers and the strategic partners. In the midst of this global strategic puzzle, the event aims to help understand today’s security reality by presenting condensed information in the regions and issues in the cyberspace. The event represents new thinking on how to shield your organization for a secure digital transformation and it aims to produce a multi-stakeholder consortium that brings together International Community, Government, Industry and Academic interests in an effort to improve the state of cyber security on both national and international level.
HISTORICAL BACKGROUND
Started in 2012 with roughly 50 participants, today “Moldova Cyber Week” is attended by over 400 participants and around 50 cybersecurity experts from Estonia, Germany, Latvia, Lithuania, Romania, Georgia, Ukraine, USA, Great Britain, Netherlands, Switzerland etc. All of this was possible to achieve with the trust and support of the national and international partners, which includes the United States of America (USA), Delegation of the European Union to the Republic of Moldova, International Telecommunication Union (ITU), Organization for Security and Co-operation in Europe (OSCE), Forum of Incidents Response and Security Teams (FIRST), and many others.

Regional Cyber Week 2018 is the ideal platform to consider about network, strategies and establish partnerships in the cybersecurity space, with an emphasis on international and regional cooperation, cyber ecosystem development and ever-evolving innovation. The event is designed for those who are actively engaged in cyber security and cybercrime sectors, governments, industry, academic representatives for whom cyber security is a critical issue and everyone in-between to network and openly discuss cybersecurity trends and solutions, cyber norms of behavior, capacity building efforts, etc.
During the event the importance of trust and openness in cyberspace will be depicted, focusing on the fast-evolving and complex cybersecurity background. For several consecutive years more than 250 regional and foreign cybersecurity experts, sponsors and speakers participated at this prominent activity.

The 5th edition - “ITU Joint ALERT cyber drill for Europe and CIS Regions”
About
The ITU Joint ALERT – (Applied learning for Emergency Response Teams) cyber drill for Europe and CIS Regions was held from 21st to 23rd November 2017 in Chisinau, Moldova, at the kind invitation of the Ministry of Economy and Infrastructure of Moldova.
This event was organized by the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) in cooperation with the State Enterprise 'Center of Special Telecommunications' under State Chancellery of the Republic of Moldova and the Regional Cooperation Council within the framework of the ITU Regional Initiatives for Europe and for CIS on Building Confidence and security in the use of telecommunications/ICTs agreed by the World Telecommunication Development Conference 2014.
This cyber drill was open to national CIRTs/CSIRTs and it is strongly recommended that at least two technical team members and one management level staff be present. This capacity building exercise aimed to enhance the communication and incident response capabilities of the participating teams as well as to ensure a continued collective effort in mitigating cyber threats among the regions’ national Computer Incident Response Teams (CIRTs)/ Computer Security Incident Response Teams (CSIRTs).

With a background education in Business Administration (MBA) and Law, Ramsés is a +22 years security professional with deep expertise in the Risk Management and Governance areas. Ramsés is now Security, Risk and Governance International Director with Micro Focus where he defines the vision and mission, purpose and promise of the company in that arena. He also ensures the proper execution of the department. He has previously been Strategist & Evangelist at the Office of the CTO in Symantec.
Ramsés thinks that Governance is essential to facilitate innovation in this changing business environment and holds many certifications that combine different knowledge areas and broaden his vision on technology within the marketplace. Ramsés is a CISM (Certified Information Security Manager), CGEIT (Certified in the Governance of the Enterprise IT) and a CISSP (Certified Information Systems Security Professional). He is the proud owner of the SCPM (Stanford Certified Project Manager) from Stanford University, California, one of the first experts with the CCSK (Certificate of Cloud Security Knowledge) and also an ITIL and COBIT Foundations certified professional. He develops results-oriented, business-focused, people-driven projects due to his Six Sigma Black Belt accreditation. An internationally recognized public speaker, has visited +25 different countries in the past 12 months and has been awarded 'Best Speaker' many times. He received the John Kuyers Award for Best Speaker/Conference Contributor in June 2013. He has been named 'Privacy by Design Ambassador' by the Government of Ontario, Canada and is proud of being Past International VP for ISACA's Board of Directors. He teaches in different universities on Digital Transformation, Change and is visiting professor in the Master of Cybersecurity for IE Business School.
Ramsés is also Executive Vice President of the Quantum World Association and he feels honored of having had the US flag flown on his honor in The Capitol on November the 1st, 2013. He lives in Barcelona, Spain, with his wonderful wife and his two loved kids.
Malcolm JOHNSON
Malcolm Johnson was re-elected ITU Deputy Secretary-General on 1 November 2018 for a second four-year term starting on 1 January 2019.During his first term as Deputy Secretary-General, he implemented many efficiency measures releasing more resources to key ITU activities.
He led the ITU’s new headquarters building project from initiation to selection of architect and concept design. He has modernized ITU’s physical security, improved internal coordination and streamlined and digitized many internal processes.
From 2007 to 2014 he served as Director of ITU's Telecommunication Standardization Bureau where he spearheaded activities in cybersecurity, climate change and accessibility, considerably increasing the involvement of developing countries and academia in ITU’s standards activities.
Between 2003 and 2006, Mr. Johnson was International Coordinator at the United Kingdom’s Office of Communications (Ofcom), where he had lead responsibility for the United Kingdom in ITU and in CEPT. From 1992 to 2003, he was Director of the United Kingdom’s Radiocommunications Agency and between 1988 and 1992, he worked in the European Commission’s Telecommunication Regulations Division, where he represented the Commission in the Council of the European Union, EU Parliament, CEPT and ITU.
Dereck J. HOGAN
U.S. Ambassador to the Republic of Moldova
Dereck J. Hogan is a career member of the U.S. Senior Foreign Service. Prior to being sworn in as Ambassador to U.S. Embassy Moldova, he served as the Deputy Executive Secretary of the U.S. Department of State. Mr. Hogan previously served as the Deputy Chief of Mission and Chargé d’affaires in U.S. Embassy Baku, Azerbaijan. Mr. Hogan’s other senior positions in the U.S. State Department include Director of the Central European Affairs and Nordic and Baltic Affairs Offices and Senior Advisor to the President’s Special Representative for Afghanistan and Pakistan. He previously served as the U.S. Department of State Representative on two civilian-military Provincial Reconstruction Teams in southern and eastern Afghanistan. His other overseas assignments include Russia, Belarus, Nicaragua, and the Dominican Republic. In Washington, Mr. Hogan served as Special Assistant to Secretary of State Colin Powell and a Watch Officer in the State Department’s Operations Center.
Mr. Hogan has a Bachelor’s Degree from the University of Pittsburgh and a Master’s Degree in Public Affairs from the Woodrow Wilson School at Princeton University. He speaks Russian, Spanish, and Romanian. Mr. Hogan is married to Anny Hogan and they have a daughter named Hannah.
Serghei POPOVICI
Serghei POPOVICI is Director of the public institution "Information Technology and Cyber Security Service", appointed by the Order of the Secretary General of the Government no. 152-P of May 31, 2018. Previously he was General Director of the state-owned enterprise "Special Telecommunication Center.
It is decorated with the badge "Master in information and communications technology" offered by the Order of the Minister of Information Technology and Communications and has prestigious distinctions, certificates and honorary titles that donate his professionalism and perseverance. These are Serghei Popovici, Director of the Public Services "Technology Institution" Information and Cyber Security. ”With over 10 years experience in the field of information technologies and with a vast knowledge base in the field of economics, Serghei Popovici has made a great contribution to increasing the quality of the services provided, to the implementation, development and promotion of information services.
Viorel BOSTAN
Viorel Bostan is the Rector of Technical University of Moldova (TUM) since January 2016. He holds a License Degree and Master Degree in Mathematics-Mechanics from University of Bucharest (Romania), a PhD degree in Applied Mathematical and Computational Sciences from University of Iowa (USA) and a DSc degree in Technical Sciences from Technical University of Moldova. Since 2004 he was lecturer, associate professor, professor at the Faculty of Computer Science, Informatics and Microelectronics of TUM, and aslo director of Honours Program in Computer Science at TUM.
Iulian CHIFU
Iulian Chifu is currently President of the Center for Conflict Prevention and Early Warning. Prior to that he was a Counsellor to the President of Romania within the Strategic Affairs, Security and Foreign Policy Department. In 2000, he became professor at the International Relations Department from National School of Political and Administrative Studies, specialised in Conflict Analysis and Decision Making a position he is still holding today. He acted as a Scientific Secretary of the Department from 2001 to 2007. From 2003 to 2011, he was the director of Conflict Prevention and Early Warning Centre that he founded, an NGO specialised in research in International Relations. From 2006 until 2011 he was the advisor for foreign policy, security and defence to the Vice-president of the Senate, and he served under five vicepresidents. In 2010, he became a member of the Advisory Board of the European Centre for Energy and Resource Security, at King's College in London and from 2007, Mr. Chifu is member of Team Europe - Association of European Business, European Commission Delegation in Bucharest. Since 2011, he is a member of the Scientific Board of the Security Studies and Defence Information journal “Infosfera”. Jaroslaw PONDER
Mr Ponder is Head of the ITU Office for Europe at the International Telecommunication Union (ITU) (Geneva, Switzerland). Within the last years Mr. Ponder has been carrying out numerous projects, activities and initiatives at national, regional and international levels. He has been taking lead role in many international conferences and summits dealing with fostering ICT innovation and development of ICT ecosystem, information society, and advancements of digital economy worldwide, while setting strategies and ensuring their timely implementation.
Along the professional career Mr. Ponder held official positions in the public sector and was a contributor to the legislative projects having impact on the public policy. Since 2014 Mr. Ponder has been working for ITU, in Market, Economics and Finance Unit (MEF/ITU), Strategy and Policy Unit (SPU/ITU), Project and Initiatives Department (PRI/ITU). From year 2008 upon his former duties he has acted as Europe Officer (EUR/ITU) as well as Project Manager for European Centres of Excellence Network (CoE-EUR). In August 2008 he was appointed as Coordinator for Europe. After successful recreation of the coordination for the region in 2009 he moved to the General Secretariat becoming Strategy and Policy Coordinator and one year later Senior Strategy and Policy Advisor with the objective to lead the ITU activities on World Summit on the Information Society (WSIS; United Nation Process on ICTs) and its 10 year review, amongst the others successfully establishing prime platforms, i.e. WSIS Forum, WSIS Prizes, WSIS Stocktaking, and organizing WSIS+10 High Level Event (2014) that resulted in negotiated texts. In parallel, since 2011 he has been working as Coordinator for Europe strengthening coordination and implementation mechanism. In 2017 he became the Head of ITU Office for Europe, directing actions, projects, initiatives, experts groups targeting 45 countries and representing ITU in Europe.
Stanislav Fesenko
Has been working in the field of information security for over 8 years. He began his career as a software engineer, for several years headed the department of technological support for sales of Group-IB, since August 2020 he is the head of the department of system solutions and is responsible for the directions of the technical presale of the company's products, the work of the departments of implementation, support, integration and technical documentation.
Stanislav is the official speaker of the company at international conferences and Group-IB's expert in working with the media. He has extensive expertise in oil and gas and power, industry, automation and corporate networks.
Alexandru BERTEA
Alexandru has more than 13 years' IT experience, with main focus on cybersecurity , covering everything from IT, fraud and special investigation audit to IT support and infrastructure.He combines perseverance with outstanding knowledge, including a sound understanding of a wide range of banking processes, from financial and business management to technical IT. Certified information systems auditor, Alexandru offers the highest level of attention to detail, alongside a keen work ethic and inspiring dedication.
Besnik LIMAJ
Besnik Limaj is the Team Leader for the EU funded “Cybersecurity EAST” project, implemented by a consortium consisting of GFA Consulting Group GmbH (DE/lead), E-Governance Academy Foundation (EE), Detecon International (DE), Action Global (CY) and in partnership with the German Federal Office for Information Security (DE).
He has an extensive background as a Team Leader and Senior IT KEY Expert. Leading large International funded IT projects Besnik is also an enterprise architect of various Management Information Systems, e-government solutions and is a certified trainer for Information Systems Management.
He holds an MBA degree from the University of Sheffield and Level 7 Diploma in Strategic Management and Leadership from the from Chartered Management Institute in London, DGQ (Deutsche Gesellschaft fur Qualitat) Internal Auditor, Quality Manager and Quality Systems Manager from the European Organization for Quality.
Besnik possesses an excellent knowledge of recent and relevant cyber-related EU policies (like the EU NIS Directive and ENISA guidelines) as well as of regulatory frameworks (EU Cybersecurity ACT - Regulation (EU) 2019/881, NIST CS Framework, ISO, ENISA Security Framework for Governmental Clouds) and has proven experience in adjusting and improving national cybersecurity governance and legal frameworks.
Dan DEMETER
Dan graduated from Imperial College London and holds a Master of Engineering in Software Engineering. He joined Kaspersky in 2014 and since then his work focuses on developing threat intelligence systems, processing big data and creating new technologies to fight advanced persistent threats.
While monitoring local and European threat landscape, Dan is also involved in the Honeypots-as-a-Service project, working on joint research with multiple industry players, trying to protect against IoT malware and attacks. Additionally, he also monitors fake news / disinformation and public opinion swinging campaigns happening in the past 3 years. Part of his research can be seen in recordings from various conferences such as The Security Analyst Summit, Def Camp, Hack.Lu, Hack In the Box GSEC, etc.
When not meddling around with network cables or bricking routers he can be found playing board games and snowboarding the slopes across the world.

Roberto SETOLA
Roberto Setola, PhD, full professor at the University Campus Bio-Medico of Rome, is the Director of the Complex Systems and Security Lab and Director of the Second Level Master in “Homeland Security”.
Since 2019 he works as an expert at the Prime Minister’s Office – Military Advisor's Office for the Management of Critical Infrastructures.
Since 2018 he is the General Manager of the National University Consortium for Logistics and Transport (NITEL).
He graduated in Electronic Engineering (1992) and got his Ph.D. in Electronic and Information Engineering (1996). From November 1999 to March 2004 he worked at the Prime Minister’s Office in the area of the planning and the management of complex IT system and represented Italian Italian Government in several meetings about the Protection of Critical Infrastructures within the G8 group, EU and NATO.
He has been the Principal Investigator of 4 International Research Projects, co-financed by the European Union and as Head of a Research Unit with more than 25 national and international research projects.
He is the author of 1 international patent, 11 books (including 9 in English) and over 250 scientific papers on Critical Infrastructures, Automation and Modelling and Simulation of Complex Systems.
Veaceslav FRUNZE
Acting Director Moldavian Air Traffic Services (MOLDATSA)
Currently, Mr. Veaceslav Frunze is holding the position of Acting Director of S.E. “MOLDATSA”, the Air Navigation Services Provider in the Republic of Moldova.
During the period from 1999 to 2003 he studied at “Henri Coanda” Air Force Academy in Brasov, Romania, and was awarded the Bachelor’s degree in Organizational and military management, air navigation systems.
In 2008 he graduated from the Faculty of International Relations at the University “Constantin Stere” European Political and Economic Studies of Moldova.
From 2003 to 2005 he worked as commander - AN-2 aircraft detachment within the Ministry of Defense of the Republic of Moldova.
In the early 2006 he was employed as a Ground Operation Manager at Marculesti International Airport, and in 2012 he obtained the Commercial Pilot License.
A year later, under the aegis of the NATO-led “International Security Assistance Force” (ISAF), Mr. Veaceslav Frunze, worked as a pilot in Afghanistan, and at the end of 2013 he was employed as General Manager of AIM AIR.
In 2014 he worked at the Air Transport Department of the Ministry of Transport and Road Infrastructure of the Republic of Moldova as a senior consultant. At the same time, Mr. Veaceslav Frunze served as Chairman of Aeronautical Incidents and Accidents Investigation Commission.
From 2015 to 2017 he occupied the position as Chief of the Air Navigation Department of the Civil Aeronautical Authority of the Republic of Moldova.
Since 2018 to present day, Mr. Frunze became an alternate member of the Air Navigation Safety Board.
Franziska KLOPFER
Franziska has been engaged in institutional reform in the security sector, with a specific focus on cybersecurity at the Geneva Centre for the Democratic Control of Armed Forces (DCAF) since 2011. Previously, she had worked for over seven years for intergovernmental committees and working groups on Internet governance at the Council of Europe and the United Nations. In her work at DCAF, Franziska implements reform and capacity building projects and leads research. She has specific expertise on Internet governance, human rights and public policy, cybersecurity and the privatisation of security. Franziska holds an MA in Human Rights from University College London and an LLM in Public International Law from Queen Mary University of London.
Dan CIMPEAN
General Director at National Directorate of Cyber Security, Romania. He has over 17 years of experience assisting competent cyber authorities, national and governmental CSIRTs/CERTs and private sector actors. Dan is actively involved in supporting major European cyber security policy initiatives, in delivery of direct support related to cyber awareness, capacity building, international cooperation, information exchange and major cyber incident response, notification, containment and recovery.

Evgeniia LAGUTINA
Evgeniia graduated the National Research Nuclear University MEPhI and she has a degree in Information Security. She started her career as an Information Security Specialist at VTB Leasing and since then she gained experience as a Presale Information Security Engineer and as a Senior Security Engineer at Infosisteme Jet. Since February 2019, Evgeniia becomes part of Micro Focus and she is an ArcSight Solutions Presale Consultant.
Lavy SHTOKHAMER
Lavy is Head of Israel National CERT at INCD - Prime Minister's Office. Prior to his current role, Lavy was the head of FC3 – the Financial Cyber & Continuity Center. Lavy spent the majority of his career in the cyber financial sector at FIBI – The First International Bank of Israel and in the financial cyber division at NISA – National Cyber Security Authority.
Lavy is a senior cybersecurity expert and manager, with vast field experience and deep understanding of the cyber warfare ecosystem at corporate and national levels. On top of cybersecurity field, Lavy is specialized in identification of new emerging FinTech technologies as a mentor at Barclay's accelerator.
Lavy holds a B.A. in Information Technology and Business Administration from the Inter-Disciplinary Center (IDC) in Herzliya, and is an alumnus of the Cybersecurity Risk Management program of Harvard University.
Amy MAHN
Ms. Amy Mahn is an international policy specialist in the Applied Cybersecurity Division at the National Institute of Standards and Technology (NIST), an agency within the U.S. Department of Commerce. Amy’s primary focus is support of the international aspects and alignment of the Framework for Improving Critical Infrastructure Cybersecurity. This work includes direct engagement with international governments and industry, as well as international standards development efforts.
Amy previously worked eleven years at the Department of Homeland Security in various roles, including international policy coordination in cybersecurity and critical infrastructure protection.
Amy holds a Bachelor of Arts from Muhlenberg College and a Master of Arts in Political Science from American University.
Brittany MANLEY
Brittany Manley is a Cybersecurity Operations Researcher at the CERT Division of the Software Engineering Institute (SEI), a Federally Funded Research and Develop-ment Center (FFRDC) hosted at Carnegie Mellon University (CMU) in the United States. At CERT, she works on the Security Operations team across a broad portfolio of cybersecurity center development, cyber capacity building, and cyber workforce development projects. She currently serves as the SEI’s lead for capacity building ef-forts across Europe.
Brittany joined the SEI after over 10 years of experience in the U.S. Department of Defense (DoD). She is experienced in international and stakeholder engagement, risk management, policy, and education and training. Brittany holds a Master’s degree in Public Policy and Management from the Heinz College of Information Systems and Public Policy at Carnegie Mellon University and a Bachelor of Arts from Villanova University.
Eneken TIKK
Eneken Tikk (dr.iur) is lead of strategy and power studies at the Cyber Policy Institute (CPI) in Jyväskylä, Finland. Her work at CPI focuses on questions of strategic stability, cybersecurity governance, normative leadership and state behavior. Dr. Tikk also serves as senior adviser to the board of the ICT for Peace Foundation in Geneva, Switzerland advising governments, policy and decision makers on international peace and security issues in the context of ICTs. In 2018, she became the first female member of the board of the Estonian Defence League’s Cyber Defence Unit.
In her previous assignment, as Senior Fellow for Cyber Security at the International Institute for Strategic Studies (IISS), Eneken launched and coordinated a network of experts in support of the UK foreign cyber policy. She led the international law thread of the UK-China track 1.5 cyber security dialogue (2014-2017). At the invitation of the Estonian MFA, Eneken has been advising the Estonian expert in the UN First Committee Group of Governmental Experts on International Information Security (UN GGE) (2012-2013; 2014-2015; 2016-2017). Eneken was the first foreign national contractor at the MITRE Corporation (2012-2016), where her work focused on analyzing and advising national cyber security strategy processes and the US cyber diplomacy.
Before joining IISS, Eneken worked at the NATO Cooperative Cyber Defence Centre of Excellence (CCD COE) in Tallinn, Estonia, where she established and led the Legal and Policy Branch and initiated the Tallinn Manual project.
Eneken is an attorney in the field of information technology law at Ellex Raidla, the leading law firm in Estonia. She has consulted Estonian public authorities on legal and policy issues related to deploying and managing national information systems and services.
Eneken holds a PhD in law from the University of Tartu in Estonia. She has conducted post-doctoral studies on Internet of Things and emerging technologies at Cardiff University (2016) and international cyber norms at Leiden University (2017) and international cyber security at University of Toronto (2012). Dr. Tikk has long teaching experience at Tallinn Technical University and the University of Tartu.

As Vice-President Cyber Security & Privacy, Global Public Affairs, Mika leads the public relations team to understand and provide insight of governmental cyber security and privacy policy, public opinion, technology, context and trends.
His job entails analysing the big picture when it comes to Cyber Security and its requirements globally, to develop strategies for network security management, stakeholder relations, government solutions and network security risks management.
A vital part of Mika’s work is to engage governments, manage relations with local/regional/international managements and third party stakeholders, ensure a good atmosphere for public opinion, and create a safe and healthy business environment for all.

Natalia SPINU
Spinu Natalia is a cybersecurity expert with many years of work experience in the governmental and non-governmental sectors in Moldova. As a cybersecurity expert, Ms. Spinu has achieved great experience in the following areas: team management, cybersecurity program & policy development, implementation & audit of information security management system (based on ISO 27001), project management. Ms. Natalia Spinu has also excelled being a member of the emerging security challenges working group, national coordinator of NATO SPS program in Moldova.
At the moment, Cyber Security Center CERT-GOV-MD, a governmental computer emergency response team of Moldova, within Information Technology and Cyber Security Service, is headed by Ms. Natalia Spinu. Engaging, compelling and full of knowledge, she is ready to support and to share. Under her leadership, the CSC CERT-GOV-MD became actively involved in many national cybersecurity development processes, including national cybersecurity program & policy developments, organizing cyber awareness conferences & workshops, building the capacity universities to prepare a qualified workforce for cybersecurity sector of Moldova.
Dinu ȚURCANU
Dinu Țurcanu has over 16 years of overall experience in IT, 12 years of experience in systems and networks engineering, 10 years of experience in Administration and Managing. During his activity he has shown an increased interest in the didactic activity, promoting quality studies, professional mastery and perseverance, assuring various disciplines on the ICT segment, within the Faculty of Electronics and Telecommunications and the Faculty of Computers, Informatics and Microelectronics. He is the author of more than 60 scientific publications, 8 didactic-methodological works and course supports.
Ana CHIRITA
Ana Chirita is the Strategic projects director of Moldovan Association of Information and Communications Technology Companies, Tekwill Project Director. As an advocate for the Moldovan IT community, she plays an important role in developing Moldova’s ICT industry. For the last 10 years Ana has actively been involved in a series of initiatives aiming to advance the competitiveness of the ICT sector and promote the ICT as a core enabler for national economic development. Under her leadership the Association became an important voice of the industry and a viable platform of dialogue and collaboration between the private sector, Government and development partners. Within the Association, Ana manages to attract all the interested stakeholders and needed resources in order to address important for industry challenges. The projects she is managing – Moldova ICT Summit, IT Career Promotion Campaign, Smart Classroom, Educational Initiatives, improving the legal and fiscal framework for ICT companies and many others – are meant to produce impact and strengthen the trust in Moldovan ICT industry. Starting 2015 Ana coordinates the Development of ICT Excellence Center in Moldova Project – Tekwill!
Marina BZOVÎI
Marina Bzovîi is a legal professional with a solid academic formation specializing in civil and commercial law with a keen interest in data protection, e-commerce, Intermediary Liability, Copyright, IT and communications law. Marina studied law at Moldova State University and holds an LL.M. in Informational Law. She recently was named the Executive Director of the National Association of ICT Companies (ATIC). The association was founded to represent the industry on different policy and legislative issues and to facilitate the exchange of best-practices between members.
Radu STANESCU
Radu Stanescu has over 10 years of experience in the cybersecurity, focused on network and web application penetration testing and training services. He worked as an IT Security Consultant for several large companies from the public sector and financial institutions and now as a Senior Cybersecurity Consultant for the European Parliament. In early 2007 he started Sandline - a cybersecurity company focused on penetration testing and consultancy services.
Patrick MANA
Patrick MANA is the EUROCONTROL Cyber Security Program Manager and EATM-CERT Manager (European Air Traffic Management Computer Emergency Response Team).
He has spent his entire career working in air traffic management (ATM). He started 33 years ago working with Thales on aviation software development and project/product management. In 1999, he joined EUROCONTROL, where he led the safety assessment activities. He chaired and contributed to international working groups to develop safety related standards. In 2008, he moved to the Single European Sky Air Traffic Management Research Joint Undertaking (SESAR JU), where he was the Head of the development framework and SJU Programme Manager for all transverse activities including security for six years.
Keyaan J WILLIAMS
Keyaan is the Founder and Managing Director of Cyber Leadership and Strategy Solutions (CLASS - LLC), a profesional services firm that has been developing enterprise cybersecurity strategies and solutions to solve the governance, program management, and workforce challenges faced by global clients since 2016. He has dedicated more than two decades to supporting corporate information security and risk management programs in large, regulated enterprises. Keyaan served as Senior Manager Global Information Security with the DB Consulting Group working to build the program standardized information security, risk manangement, and compliance practices across 46 country offices in Africa, Asia, and the Americas for Global Aids Program at the Centers for Disease Control and Prevention (CDC). Keyaan has contributed to many books and publications including The Language of Cybersecurity, Using Security Metrics to Drive Action, CISO Magazine, the ISSA Journal, and the Cris Response Journal.
Martin LEE
Martin is technical lead of security research within Talos, Cisco’s threat intelligence and research organisation, and leads the Outreach EMEA team within the group. As a researcher within Talos, he seeks to improve the resilience of the Internet and awareness of current threats through researching system vulnerabilities and changes in the threat landscape. With 17 years of experience within the security industry, he is CISSP certified, a Chartered Engineer, and holds degrees from the universities of Bristol, Cambridge, Paris and Oxford.

Mircea Bozga leads the Risk Assurance practice of PwC Romania. Mircea is specialised in supporting clients build trust in their business processes and underlying technology.
He joined PwC in 1997 and worked across industry sectors such as Financial Services, Technology, Energy, Automotive and FMCG. He delivered projects in Romania as well as in several other countries in Europe and Asia. With a background in engineering, Mircea is CISA certified as well as he is a fellow member of ACCA UK and a member of the Romanian Chamber of Auditors. Natalia DONTU
As of 24 February 2020, Ms. Natalia Dontu took over the role of Administrator of Moldova IT Park. She has been appointed by the Government for a period of 5 years.
Natalia started her professional career 11 years ago with a local consulting firm, being involved in business development projects and attracting funding for public authorities.
In 2011 Natalia joined the Tax and Legal Services team of PwC Moldova, where she provided tax and business advisory services to local and international companies over the last 8 years. Natalia was also involved in many projects aimed at improving the tax policies and tax administration in Moldova, including the tax and legal framework for IT parks.
Apart from this, Natalia has been an active member of business organisations working with the Moldovan Government and business leaders to foster a more favourable business climate in Moldova for foreign trade and investment. For many years, Natalia was among the main contributors to various business directories on the Moldovan investment climate.
Natalia graduated the Faculty of Business and Administration at the Academy of Economic Studies of Moldova, as well as the Faculty of Law, Economy and Management at the University of Orleans. She also holds the Advanced Diploma in International Taxation issued by the Chartered Institute of Taxation (UK).
Adli WAHID
Adli joined APNIC in February 2014, bringing with him extensive experience and technical leadership in cyber security. He is APNIC’s security evangelist, spearheading security outreach, engagement, and collaboration with the regional community.

With a background education in Business Administration (MBA) and Law, Ramsés is a +22 years security professional with deep expertise in the Risk Management and Governance areas. Ramsés is now Security, Risk and Governance International Director with Micro Focus where he defines the vision and mission, purpose and promise of the company in that arena. He also ensures the proper execution of the department. He has previously been Strategist & Evangelist at the Office of the CTO in Symantec.
Ramsés thinks that Governance is essential to facilitate innovation in this changing business environment and holds many certifications that combine different knowledge areas and broaden his vision on technology within the marketplace. Ramsés is a CISM (Certified Information Security Manager), CGEIT (Certified in the Governance of the Enterprise IT) and a CISSP (Certified Information Systems Security Professional). He is the proud owner of the SCPM (Stanford Certified Project Manager) from Stanford University, California, one of the first experts with the CCSK (Certificate of Cloud Security Knowledge) and also an ITIL and COBIT Foundations certified professional. He develops results-oriented, business-focused, people-driven projects due to his Six Sigma Black Belt accreditation. An internationally recognized public speaker, has visited +25 different countries in the past 12 months and has been awarded 'Best Speaker' many times. He received the John Kuyers Award for Best Speaker/Conference Contributor in June 2013. He has been named 'Privacy by Design Ambassador' by the Government of Ontario, Canada and is proud of being Past International VP for ISACA's Board of Directors. Dereck J. HOGAN
U.S. Ambassador to the Republic of Moldova
Dereck J. Hogan is a career member of the U.S. Senior Foreign Service. Prior to being sworn in as Ambassador to U.S. Embassy Moldova, he served as the Deputy Executive Secretary of the U.S. Department of State. Mr. Hogan previously served as the Deputy Chief of Mission and Chargé d’affaires in U.S. Embassy Baku, Azerbaijan. Mr. Hogan’s other senior positions in the U.S. State Department include Director of the Central European Affairs and Nordic and Baltic Affairs Offices and Senior Advisor to the President’s Special Representative for Afghanistan and Pakistan. He previously served as the U.S. Department of State Representative on two civilian-military Provincial Reconstruction Teams in southern and eastern Afghanistan. His other overseas assignments include Russia, Belarus, Nicaragua, and the Dominican Republic. In Washington, Mr. Hogan served as Special Assistant to Secretary of State Colin Powell and a Watch Officer in the State Department’s Operations Center.
Mr. Hogan has a Bachelor’s Degree from the University of Pittsburgh and a Master’s Degree in Public Affairs from the Woodrow Wilson School at Princeton University. He speaks Russian, Spanish, and Romanian. Mr. Hogan is married to Anny Hogan and they have a daughter named Hannah.
